With the most stringent Test Audit Program in the U.S., California requires all carriers to comply with its Uniform Statistical Reporting Plan (USRP). The Workers’ Compensation Insurance Rating Bureau (WCIRB) administers this program, also known as the Premium Audit Accuracy Program (PAAP). PCS has established itself as a leading authority on California’s Test Audit program, ensuring many carriers stay in good standing with the WCIRB. We have a proven history of success in test audits, thanks to our vast knowledge, driven by years of experience.

To augment our expertise in this area, PCS retains the services of Vince Freeman, former WCIRB Quality Assurance Director of the Classification & Test Audit Department. His experience encompasses 40 years of leadership in the Classification and Audit process, the application of the California Workers’ Compensation Experience Rating Plan -1995, and the California Workers’ Compensation Uniform Statistical Reporting Plan (USRP) -1995. As Quality Assurance Director, he administered the California Test Audit Program, examined pertinent audit procedures and classification methodologies to report decisions on test audit rebuttals, complaints, requests for action, and classification disputes; while providing guidance to affected parties using an educational attentiveness. He has documented/published scores of decisions on complex classification assignments while citing applicable general rules, phraseologies, and footnotes of the USRP. In this capacity, PCS is collectively competent to assist audit departments, underwriting departments, and unit statistical departments.
